ARTICLE XI
Program Council Committee and Standing Committees
Section 1. Conference Program CouncilCommittee
(A) The Council Committeeshall be responsible for annual conference
planning, the direction and coordination of continuing education,
professional development activities, leadership training, and mentoring
within the Association.including programs offered as pre and post
conferences.
(B) The Chair of the Council Committee shall be the
Vice-President/President-Elect of the Association. , who shall serve as
Chair of the annual conference. The Council Committee shall consist of
the Vice-President/President-Elect, the Executive Secretary, the Section
Chairs (or their designees), the Awards Committee Chair, the
Communications Committee Chair, the Mentoring Committee Chair, the Local
Arrangements Chair, and the Wyoming State Library Continuing Education
Librarian (ex officio), a member of each section, and three (3) members
at large, all appointed by the Association President no later than
September 1 of the year preceding the annual conference.
{C} The appointed Committee members shall serve a two year term on the
Committee with the President of the Association initially appointing
three section members and two members at large to a two year term and
two section members and one member at large to a one year term for the
first committee. The President shall make appointments as terms are
completed or as sections need representation. The appointments for the
first Committee shall be made prior to November 30 of the year in which
this Bylaw change takes effect.
{D}At the first meeting of the Council , Committee the Chair shall
appoint a secretary to keep minutes of all council committee meetings in
whatever meeting format they may occur. The
Vice-President/President-Elect Chair may appoint individuals from
outside the Council Committee to be responsible for local arrangements,
exhibits, and any other convention-related activities that conform to
the annual convention handbook
Notes:
1) Chairs of the Awards, Communications, Mentoring, and Local
Arrangements have other assignments related to the conference and may
not effectively perform both that role and participate in developing the
conference program. There is nothing in this change to keep the Chair
from inviting any or all of these committee chairs from attending
conference planning meetings.
2) The two year appointment provides continuity in understanding
the processes, timetables, work and history of the committee and
conference process.
3) Making appointments at the proposed date ensures that
individuals are prepared to start work immediately after the current
conference ends. The Vice President/President-Elect does not have to be
involved with the appointments but chairs the conference committee.
4) The President of the Association will have to consider how
she/he wants the Mentoring Committee to assume its work for developing
leadership and mentoring new members. The President may need to appoint
an ad hoc committee to determine if and how the association is to
address professional development activities outside of the annual
conference since those are stricken in the bylaws change.

Dear Colleagues: Email allows me to let you know ahead of time that I
plan to introduce a Wyoming Library Association Bylaws change at the
opening session of the conference in Gillette. Bylaws say that such
an
amendment can be introduced and can be adopted if voted upon by 100%
of
those in attendance (Section XIV - Amendments). My amendment is to
change Article XI, Section I Program Council from its current
structure
to a Conference Planning Committee appointed by the President of the
Association. I believe that this change is valuable for membership and
conference value.
I am attaching a copy in Word of the section with deletions in
stricken
red and new wording in blue. Notes at the end of the document will
hopefully assist you in understanding the amendment. I look forward
to
